Emergency Response Plan

Instructions for people in the building

IF YOU SEE A FIRE:

a) Remove people from immediate danger
b) Contain the fire (close the door)
c) Raise the alarm (Pastoral Assistant)
d) Exit via closest safe exit to the Assembly area –
154 Northstead Street.

IF YOU RECEIVE A BOMB THREAT:

a) Raise the alarm by telling the Pastoral Assistant or Group Leader.
b) [Further instructions near the Fax phone, Parish Office]


INSTRUCTIONS FOR CALLING
EMERGENCY SERVICES

1. Use the Fax Phone by the computer in the Parish Office.
2. Dial 000 (alternative: 9222 1111 – police).
3. Give details as asked.
4. Give address as:

Nearest intersection: Scarborough Beach Road

5. Hang up, inform the Controller you have made the call, then proceed to the Assembly Area.


Instructions for Controller:

Priest, Sub-deacon (Pastoral Assistant) or Group Leader

In case of FIRE:

1. Delegate someone to call the Emergency Services. Draw attention to the Phone instructions above the FAX Phone
2. Delegate someone to assist elderly, disabled and children.
3. Delegate someone to check the building is empty (toilets, office, etc), close doors as exiting and turn off the power (if possible).
4. Ask people to CALMLY go to assembly area via closest safe exit, beginning with those nearest the hazard. Indicate safe exits.
5. Delegate someone to advise neighbours at 148 and 154 Northstead Street.
6. Brief the Emergency Services when they arrive.


In case of a BOMB THREAT:

1. Delegate someone to call the Emergency Services. Draw attention to the Phone instructions above the FAX Phone.
2. Instruct people to remain inside until the exits are checked.
3. Delegate people to check exits and assembly area for possible bombs.
4. Delegate someone to assist the elderly, disabled and children.
5. Instruction people to CALMLY proceed to the assembly area by closest safe exit, beginning with those closest to the hazard. Indicate safe exits.
6. Delegate someone to check the building is empty (toilets, office etc). Leave doors open as exiting and turn power off (if possible).
7. Delegate someone to advise the neighbours at 148 and 154 Northstead Street.
8. Brief the Emergency Services when they arrive.

IN CASE OF A BOMB THREAT

If you receive the bomb threat by telephone:

1. KEEP CALM
2. DO NOT HANG UP (the call can be traced)

Questions to ask the caller:

1. When is the bomb set to explode?
2. How many bombs are there?
3. Where has the bomb been placed?
4. When was it placed there?
5. What does the bomb look like?
6. What will make the bomb explode?
7. Can the bomb be defused?
8. Did you place the bomb?
9. Why did you place the bomb?
10. What is your name?
11. Where are you?
12. What is your address?


Further Instructions for Emergency Controllers

Things to check – hazards
1. Coiled power leads – can overheat and catch fire
2. Vents in fans and electrical equipment – dust can ignite
3. Leave doors closed – to contain fires should they start

Clothes on fire
1. Cover your face.
2. Stop, drop and roll.
3. Or, wrap in the fire blanket or other textiles (DO NOT beat with textile material as this inflames the fire).
4. Immediately cool the body and apply first aid.

Oil fire
1. Use the fire blanket to extinguish the fire (see later notes)
2. Or, place a chopping board over the pot and turn off the heat.
3. Or, sprinkle Baking Powder or SR Flour over the oil – releases Carbon Dioxide (CO2) which smothers the fire.
4. Leave until the oil cools.

Oven fire
1. Close the door (exclude oxygen).
2. Turn off power (the source of heat.

Dealing with smoke
1. Smoke is the main cause of death in fires.
2. Close doors & windows to starve the fire of Oxygen.
3. Carbon Monoxide inhibits oxygen absorption in the body, diminishes functioning and thinking.
4. Carbon Dioxide speeds up breathing, which increases intake of toxic gasses.
5. In a fire crawl close to the ground – below one metre where the smoke is thinnest, but above 30cm where heavy toxic gasses lay.

Extinguishers
1. There are four types of extinguisher in the building – Water, CO2, Dry Powder (ABE), and Fire Blanket.

2. CO2 - in the Parish Office – Red with black band
a. For electrical fires and flammable liquids
b. Lasts 10 seconds, discharges one metre.
c. Lift the horn, but don’t touch the horn or the base of the extinguisher when discharging – it freezes and could harm your skin.

3. Dry Powder (ABE) – in the Kitchen – Red with white band
a. For paper and wood, electrical and flammable liquid fires (can corrode electrical equipment).
b. Lasts 15 seconds, discharges 4 metres.
c. Hold the discharge tube just behind the nozzle – to avoid the tube bending back under pressure.
d. Start the discharge 2 metres from the fire then move in closer.

4. Water – in the Holland Room and the Hall – Red
a. For wood and paper fires [NOT near live Electrical]
b. Lasts 2 minutes, discharges 8 metres.
c. Hold the discharge tube just behind the nozzle – to avoid the tube bending back under pressure.
d. Direct first at the base, then place your thumb over the nozzle to create a misty spray.

5. Fire Blanket – in the Kitchen – in a red pouch.
a. For oil and some wood fires, for protection and to wrap around people.
b. Can be used only once.
c. Carry by the top corners; wrap the blanket over the hands to protect them.
d. Fold the blanket to a shorter length so the base just covers the feet.
e. Walk slowly toward the fire, holding the blanket to shield from heat.
f. Gently place the blanket over the fire, tucking in to exclude air. Vigorous movements can swirl flames and fan the fire.

Using Extinguishers
1. Always work in pairs to extinguish fires.
2. Read the green pictures on extinguishers to see what materials they can be used on.
3. Ensure the plastic safety tag is in place (has not already been discharged).
4. Ensure the gauge is in the green zone (Water & Dry Powder extinguishers) to ensure there is sufficient pressure.
5. Remove the extinguisher from bracket, carry by the lower handle.
6. Remove plastic safety tag.
7. Get reasonably close to the fire.
8. Discharge by pressing the top lever down.
9. Do a quick test away from the fire to see
a. it is working OK
b. it is the right kind of extinguisher
c. note the discharge length
10. Stand sideways to the fire to minimise exposure to heat.
    It is also easier to step away quickly.
11. Aim at the gap between the material and the flame (NOT the base as this can inflame the fire by adding oxygen).
